When you evolve your Dratini into Dragonair, your Dragonair will have the ability "Dragonair gets +0/+1," thus making it a 2/3. Of course, for any of these cards you can just ignore the evolution keyword and play them for their normal mana costs. In this case, Dragonair costs blue mana, but costs white to evolve from the white Dratini, and the evolved Dragonair has a higher toughness than the unevolved version.
The last unanswered question (actually there are probably more) is: "What happens when the evolved creature dies . . . or even worse, is shuffled into a library, or removed from the game, or returned to your hand?"
The answer is that all the cards in an 'evolution stack' move together. If your Alakazam dies, the Abra and Kadabra cards underneath go to the graveyard with it. If it returns to your hand, they all return. Same with shuffling into a library or being removed from the game. The only nuance is that they don't 'separate' until state-based effects are checked. So, an Alazakam that uses the Abra ability (or Momentary Blink) to remove itself from the game then comes back will come back with the pre-evolutions still underneath it. However, if it isn't returned immediately (ie with Astral Slide), then they will separate and only the topmost evolution card is returned. This is true of any public zone, so if an evolution creature is put into a graveyard and returned before state-based effects are checked, it will bring its pre-evolutions with it (although I can't think of any examples that would make this happen).
