Why did they give the nameless Team Flare grunts and admins 3D models in battle but choose not to bother with the Gym Leaders, the Elite 4, or even the Champion?

Because the 2D art will always look prettier than the shitty 3D models they use. They don't care abut random grunts so shit 3D models are fine for them. But they want important characters to look good, so they get crisp 2D art instead.

They better get on it. Capcom made the 3DS sing with RE: Revelations, and that was TWO YEARS AGO. There's no reason GF should have Dreamcast quality models with PS1 quality textures and STILL have slowdown.
