It's usable as a breaker on web teams, not that different than your average breaker except for its slightly-worse-than-Emboar speed (which still outspeeds +natured base 109s under web). Being able to scare out Shuckle and hit something coming in (2HKOs Doublade with jolly LO earthquake) with that massive attack stat surely gives it a niche in RU.
I can't say much for Xatu, but if web offense is such a dominating force and Xatu is the only defensive option for stopping Shuckle cold, surely that gives it a niche in RU as well?
