Glacia has 2 Glalie, 2 Sealeo and 1 Walrein, Phoebe has 2 dusclops, 2 banette and a Sableye. Even Drake has 2 Flygon because of this.
I don't think it's the best region though - I prefer HGSS and B2/W2 more. Hoenn is just ok to me - I don't really like the water sections outside of the Regi Puzzle and there seemed to be few good pokes to make a great team. Electric type? Plusle/Minun/Manectric/Magneton and Electrode. Fire? Torkoal, Macargo and Camerupt. Grass had Breloom since Roselia was only so so but bc this was before the split, Breloom doesn't work well with grass moves. Water was fine though.
The gym leaders are damn memorable though. Their designs and ace pokemon stood out. I only remember Gen 1 and 2 gym leaders more because I've played them more but after gen 3 leaders become less memorable. From 4 I can remember 5 (Roark and Pops, Gardenia, Volkner and Crasher) and from 5 only Drayden and Clay stood out to me (Cheren too b/c of B/W).
