Even compared to cards from its own era, stage 2 pokemon tend to have 100hp. it has just over half that. for four energy, other pokemon were doing 60-100 damage, while kabutops did 40.
Its two energy attack is acceptable but theres no reason to evolve allthe way up to kabutops just for it as theres nothing particularly exceptional about sharp sickle, its just vanilla 30 damage for two. which was standard. Basically, other stage two pokemon were KOing in one hit and could take three turns of attacks from it. So it never won. Even if it was a stage 1, it would only be average to bad. Most stage 1 pokemon had 70 hp and could do 30-50 damage. Also nidoran M can one-shot it with a single energy attack, which is never good.
