I see it like this:
Steel is a hard metal. An immovible and fixed character. Dialga is a fixed ruler that only lets you move in one direction, from past to future. And only lets one Pokémon, Celebi, use it entirely for safety purposes.
Water is flexible. Palkia is a flexible ruler of space who lets beings move in all directions. Left, right, up, down, etc. it also allows everyone to move. Flexible like water.
Also, Palkia's Mega/Primal design could easily be some kind of cruiser. While Dialga's some kind of clock. The designs make even more sense this way.
