It was Porygon's feature episode in the first season that was banned, not the pokemon itself. Porygon has had cameos in several episodes and movies since.

P-Z is a character in one of the PokePark games if I'm correct.

Designing a Mega Stone for an unofficial artificial pokemon would be dubious at best, anyways. Who knows what kind of fucked up monster that would result from such things?
