80power 100acc that only hits one target, and can be learned by everything that can learn EQ.

A few things pick up Drill Run (Excadrill comes to mind), which is good enough I mean, if Rock Slide is good enough with 90 acc, Drill Run's 95 acc should be more than acceptable.
If it's a Ground/Dragon you're hankering for, then Zygarde has Land's Wrath, which has the advantage of not hitting your allies.
You could also use a Special ground-type attacker instead, since Earth Power has pretty good distribution among Ground-types, especially the Nidos and Landorus-I.
Also, Dig fits every criterion you listed. It's shit, but it fits.
Fuck, man, you're trying to tell me that Rock's offensive options are "good enough" and then bitching about Ground moves in the same breath. I'd really like to just tell you to fuck off or someshit right now.

BTW, it wouldn't outclass rock slide. Rock Slide has it's own different effects that make it stand out as a rock move. It would still remain one of the most hated moves in the VGC metagame.

We are talking about a hipotetical move wich efect may as well be (Raises user stas 1 level every time it's used) or (User faints after use).
The thing is move should have variaty, there's certain point in wich moves should be of certain level so you don't see the same set or strategy in every game.
As you said, RS has it's niche in VGC (wich aerodactyl and archeops abuse), but in singles people often has to choose betwen more power (SE) or more accuracy (RS).
So if you introduce a move that suddenly thas none of their drawbacks, people would choose it inmediatly.

Outclassing Stone Edge and Rock Slide is the point, they both kinda suck. Most types have something that's at least as good as 90/100 to work with, after all; the only one that doesn't is Dark, and only if you discount Foul Play and Knock Off. And since Rock is such an awful defensive type, missing a STAB Stone Edge is almost guaranteed to get you killed by a coverage move.
At this point, even a Rock-type Wild Charge clone would be a fucking godsend, especially if it made contact. It is the highest level of bullshit that Rock-types have a 20% chance of losing to the very 'mons that they're supposed to counter because miss-hax left them high and dry in the face of an incoming EQ/Superpower/Third Option.

The only things I take exception to are Drill Run on Scizor and Water Shuriken on Cloyster. I'd also add Sucker Punch to the Dark/Fighting types and Shell Smash to a few things, but overall it looks pretty good to me.

If you look at who learns heat wave, pretty much everything that isn't a fire type has wings instead. I don't know why it refers to a "breath" but blowing hot air with its wings sounds a lot more explainable

Then I researched a little and justified it further - I actually believe Crobat got it, and as a Move Tutor, for coverage. I believe that competitive usage was GF's intention. With that in mind, I again go back to Flareon - the description is vague enough where many pokemon could learn it but they don't, flareon being one of them.

Scyther is used Choiced too man.
I may be wrong but in terms of power Techinician Acrobatics Scyther reaches 135BP while Acrobatics once consumed the item would reach 165BP, while with Eviolite on it should have 123.75BP (could have fucked up this last calc), this means with Knock Off being pretty common I wouldn't see significative difference in using either Acrobatics or Aerial Ace, just like Scald or Surf on choiced Keldeo.

Also Scizor does learn Acrobatics despite being slower and heavier than Scyther.

Fairy/Normal would be neutral damage from Fighting type, one of the Blissey and Chansey's biggest fears, also giving more resistances than weaknesses, while pure Fairy would only lose the Ghost immunity, with their massive stats and one of the best defensive types that is Fairy they'd be just OP, plus Poison offensive moves are pretty rare in competitive battles, Steel is still present at least.

Audino has more manageable stats at least.

Primal Groudon's Heat Crash would have 120 BP on everything that weighs less than Crustle's 200 kg ass, 100 BP on everything from Virizion through Gyarados, and still has a healthy 80 BP from Cobalion through Reshiram. After that, the only thing that's weak to Fire that isn't also taking SE damage from Earthquake is Avalugg. Basically, Heat Crash would make Flare Blitz irrelevant on Primal Groudon most of the time, even in Ubers.

Sucker Punch is most definitely not broken on Tyranitar, considering its speed. It still gets fucked by its usual counters, mainly Bisharp, Azumarill, and anything with Mach Punch (because they're literally all faster.

As far as my contribution, Gourgeist with Moonlight, Fire Fang/Flare Blitz depending on how good you wanna make it, and Flash Fire. Granted Flash Fire is an ability but fuck you.

Not them, but consider the types that Fairy is weak to. Neither Steel nor Poison has a Physical move that's as strong and reliable as the likes of Close Combat or even High Jump Kick, nor are they anywhere near as good for coverage in general as Fighting is. There's also the fact that Fairy has a slew of useful resistances, where vanilla Chansey and Blissey only have a Ghost immunity to fall back on.
