Also consider the types it's weak to: Psychic, outside of the rare Drowzee or even rarer Kadabra, the only times you find these are in Sabrina's gym and fights with your rival (5 including the league after he evolves Abra), Fire, which is a rare type that seldom uses anything more powerful than ember, Flying, which has peck, 35 bp wing attack, and drill peck (nearly never seen) as its attacks npcs use, and Bug, whose most powerful move an npc trainer uses is leech life. While it can be replaced the earliest, it actually does its job better than anything you can replace it with. Weepinbell is stuck on wine whip until level 42, and you're stuck with a crappy Weepinbell until then and Oddish doesn't learn a single damaging grass attack naturally outside of absorb until the incredibly distant petal dance. Compare this to Squirtle who has a type disadvantage for gyms 3 and 4, is stuck with water gun until surf if you want to save bubblebeam or teach it to something else, and is the second most available type in the game, many of which are just as viable or better (Starmie, Omastar, and Tentacruel come to mind). I will, though give you that it's the only choice that makes your rival not suck. And Charmander's shitty for a whole multitude of reasons.
