Because mega pikachu is too farfetched, Nintendo wants a less subtle way to make Pikachu (EVERYONE'S favorite) competitively viable. Post ways.

Causes both paralysis and confusion every time.

Now we need to give Pikachu a broken ability to go with his broken attack. Here are 2 possibilities:

Earth Breaker
Electric attacks by Pikachu do normal damage against ground types instead of no damage and Pikachu's electric attacks get a boost from rain weather.

Lightning Boost
Pikachu's Special Attack rises 1 level at the beginning of every turn. This applies to the first turn.

Mega Pikachu isn't actually farfetched at all. No other megas used a stone to get to their final evolution. The headcanon is that pokemon who use evolution stones have perverted their natural progression and therefore unable to be mega'd.
