Strictly talking about competitive battling, they should. Genning removes the barriers to competitive play. If everybody has access to whatever they want, it makes things more fair.

Mr. Masuda: At a recent Pokémon tournament in Japan, Kangaskhan and Garchomp were used quite a lot, so I wouldn’t deny that those seem a bit too prominent.
