No, would just make Gardevoir, Porygon-Z, Sylveon and Aurorus more viable. The others would be just okay.

For Giga Impact, maybe, for those who have STAB.

If you're talking about ALL the moves who need need or lose one turn, would change a lot. If you're talking only about Hyper Beam and Giga Impact, not much.

Finally gyarados gets to use it again. Funny how it's supposed to be one of it's signature moves but it can't really use it effectively anymore.
