In a flashback, Wallace cites the reason for giving Steven the cloak is the fact that he wishes to succeed Juan as Gym Leader and protector of Sootopolis City. Steven is believed to be one of the few if not the only person that knows the true reason why Wallace refused the championship. Wallace and Steven control Registeel together. When Steven dies after Groudon and Kyogre return to their slumber, Wallace is shocked and shown to be carrying Steven in his arms.
