Rain is really effective in OU as it is, and nearly everything that makes rain good is available in UU. Kabutops is insane, Kingdra is insane, Omastar is insane, Ludicolo is insane, these rain sweepers all have different counters, and their counters are pretty shaky anyway because they do tons of damage to everything they touch with rain boosted hydro pumps/waterfalls (and coverage for bulky waters. Ludicolo is pretty good that way, with STAB Giga Drain.) Kingdra especially, because it can change what few counters/checks it has completely by running Specs, Band, Mixed LO, Dragon Dance, and even the Crit set all pretty well.
Sun is not as good but Chlorophyll sweepers are a lot more effective in UU because a). No Talonflame/little priority in general, b). No Heatran, c). No Tyranitar. They're really fast, so they're good against offense. Victreebel is about as scary as swift swimmers, even though sun doesn't boosts its STABs. And then sun has ridiculous stuff like CB Darm, who can 2HKO Slowbro with a resisted move because why not. And Mega Houndoom can OHKO Blissey with +2 Solar Power Fire Blast, because again why the hell not. It's not as good as rain, but it's still really effective cause Chlorophyll users sweep offensive teams, while ridiculous shit like Houndoom and Darmanitan break stall.
Sun and Rain were just too effective with Drizzle/Drought. Gen V weather wars, which was legitimately the worst meta to ever exist, is just not what the UU council wants UU to look like.
