Weakness Policy procs at the end of the damage step (along with Focus Sash).
Red Card occurs somewhere during the opposing mon's end step, but post damage step.
Knock Off's priority is likely set to be the last proc during the damage step.
This has been in the game since Gen 2. This is why Counter will only ever return the damage of the last hit; each hit of a multi-hit move counts as a separate hit that goes through its own proc chances and damage calculations since Gen 1 (proc chances from items not until Gen 2), and Counter only returns double the HP damage of the last 'hit' not attack.
