Nidorina can't breed.
On the female side of the nido line, only nidoran can.
Noone knows why, it's weird, but that's what it is

Both genders of Nidoran, Nidorino, and Nidoking can, though.

Nidoran can produce eggs of the opposite gender. Same with Illumise and Volbeat.
