RBY are a lot harder than FR/LG but I'd put that down to the archaic battling of Gen 1.

FR/LG added abilities and expanded IVs from 0-15 to 0-31. Plus, there was a bunch of post-game content added. I think FR/LG was harder because of the wider variability it created; RBY was easy because it was easy to exploit.

Roxanne's Nosepass is 2bulk
It always lives water gun/absorb/double kick then she uses a potion. This happens at least 2 more times before I can 2 hit KO it.

She had a Dratini in Emerald that would end up being a Dragonite after enough rematches.
I actually liked how the Gym Leaders started off with unevolved, weak Pokemon at first during the first rematch, but as you fought them they leveled and evolved.
