I also don't understand why GF can't have progressive stat growth so that Pokemon gain marginally more stat points for each level they grow, so you could still have Onix somewhat weak to start off with but it gets stronger and stronger as it levels up. Instead of linear growth where he might start off somewhat stronger then just falls off as Pokemon with higher total BST outgrow him.
