Why not just create a Pokemon game where the wild pokemon level alongside your party? There are no blocks, you get to choose in what order you take on the gyms. Am I missing some huge road block to that idea?

I'm not sure if that makes much sense, OP.

I prefer the idea that Pokemon are more powerful the closer you get to the Pokemon League. I'd like a region built like that, where the starting town is way out in the sticks, and you make your way inward.

The Pokemon level up to around level 50-60 and should stop giving you XP after a certain level depending on your badges... 1 badge = XP up to level 20, 2 badges up to level 30. All badges= every pokemon gives you XP and they'll be level 60 like the victory road Pokemon.

Up to point 3 it makes sense.
The rest is easily solved by capping the wild level, and changing the exp/level ratio.
Gym leaders are a joke anyway, they've never been level-checks unless you really skip everything, it would make no difference

I still don't like OP's idea because just raising the levels a bit would make the game more interesting and challenging

but you're not really walking closer to the Pokemon League most of the time. Pokemon are just arbitrarily stronger, usually roughly around your level for wherever you are in the game until you beat the Pokemon League.

They should just make gym leader and Elite Four battles be played by Battle Facility rules, so all pokemon are set to level 50 (or increasing the set level with game progress) and you don't get exp when you battle them, no used items etc. just for shit and giggles.
Though they should make their pokemon appear on pokedex.

You don't get that team in a normal playthrough.
It's better than the current system (fixed levels) or the system from OP (enemy level = max level of your team), because you can't catch a full team of 100's.

Maybe not, but you could still alter the game in your favour. For example, if you were stuck on E4, you could catch really low level pokemon provided you had some in your box, and use those newly caught pokemon to lower the average level of you party and steamroll E4 with your strongest pokemon.

It wouldn't work very well because of the potential imbalance. Level scaling would work if you had a max of 1 or 2 mons in your party, but a potential of 6 would just be OTT.

It's be a better idea to have a non-linear game progression where levels matter far less, and levels only get higher once you start wandering off the beaten path, so to speak.

Of course all this'd require rewriting of the classic formula, and if it weren't for the classic formula, GF wouldn't be able to make any new games.
