In RBY and it's remakes, he appears at Nugget Bridge, the Pokémon Tower, and Silph Co. - all locations at where Team Rocket attacked and hid, hinting he may be part of them. Also, he adopts Giovanni's gym as his own after he retired from Team Rocket.
