Rayquaza is losing utility and popularity since Gen5 and Gen6 wasn't merciful either with it. Let's try to help it through some plausible changes and eventual speculations in order to make it more as appealing as the rest of the Hoenn weather trio Pokemon.

Well a Primal Form is a good start to begin with.
Second maybe Aerialate as its Mega form ability?

Third, something that really bothers me is the lack of good Flying type moves on it, let's face it : Rayquaza doesn't have access to Air Slash, Hurricane or Aeroblast. Its signature move apparently is Fly, it can't Brave Bird for obvious reasons, Sky Drop is something ridiculous and it's quite bad that this move hasn't been retconned to have its power depending on opponent's weight. I was really excited to see it having Acrobatics in Gen5 but it didn't happen either it got V-Create instead, it's a decent coverage move, sure but isn't exactly something that allows you to stay in and used it repeatedly.

Summing up:
- primal form
- aerialate
- acrobatics or a new flying type signature move in oras with 100-110 BP and its accuracy between 90-100acc
- a new physical dragon move with 100-110 BP and its accuracy between 90-100acc.

Hope ORAS will buff it a little, even if slightly.
Same goes for Zygarde but Zygarde is already pretty much confirmed for having either 2 forms or 2 megas/primal forms.

ORAS should come with new signature moves for all of the Hoenn legends

Groudon should get a standard Ground-type physical attack that's really powerful so it doesn't have to use Earthquake
Kyogre should get some sort of passive attack like an Aqua Ring/Whirlpool with double the effect or something
Rayquaza should get an insane boosting move, like Dragon Dance on steroids

Call them "Continent/Ocean/Ozone" or something

This. Primal Form, Aerilate, and it's basically set. It doesn't even really need any new Flying type moves, a Flying type Extremespeed that's boosted further along with heightened stats is already nightmarish as it is, and then it could also run Return/Frustration or something.

If it really wanted to, it could even run a SpA set with a strong Hyper Voice to get past subs and physical walls.

Primal Form is the only correct answer and is what's probably going to happen. Whatever new ability it gets could possibly be what fixes it though.

Existing Abilities:
Aerilate
Gale Wings (provided it actually gets wings)
Speed Boost

New abilities that make sense for its theme:
perma-tail wind
auto-defog

Not it would fucking not. I don't think you understand just how broken M-Sableye with Wonder Guard would be.

For starters it can only be hit by one type. This is not a scizor case where even if you lack fire, you can boost yourself and just power through, this is a "if you don't pack fairy moves you're a sitting duck". That by itself means more than half of the existing pokemon don't have a way to damage it. Oh and it's a 2x weakness and Mega Sableye has augmented defenses, so there's no saying any Fairy type move can bring it down

And the best part is that you can't even try to nail it with passive damage because Sableye can Recover all damage away, Taunt you to prevent you from statusing him (good players would also probably pair it with shit like Celebi), Will-O-Wisp you and then use Foul PLay until you die.

All teams would literally be Mega Sableye + Fairy type + Fairy type Killer + Cleric + 2 others, maybe fairies or more steel types

Anyone who even entertains for a second the idea that Wonder Guard Sableye would not be the most broken piece of shit ever is an moron
