They list what sets are most commonly used and give the reasons why ("good coverage," "solid check to x, y, and z," "superior typing and good team support," etc). They do have an "Other Options" section for each mon where they list its other notable moves and niches, but those sets are often outclassed. However, they do acknowledge that this specific mon, though it is outclassed, could fill a role your team requires better than the traditional option because of its specific traits.
They say, "This is what works." They don't say "This is what you have to use." If you try a cleric Jolteon set and absolutely tear up OU, they're not going to cry and go "B-BUT MUH RECOMMENDED SETS" they're going to record the success and document why your set works.
