UUfag here. I'm surprised Blastoise is still so dominant since i never seem to see him. Luke being top dog 1760+ is no surprise, it's the best lategame sweeper in the tier. Hydreigon is a no brainer. Florges is still hanging on in the top five for some reason. Victini is a beast, nothing new there.

The only thing interesting I'm seeing is that the Nidos and Honchkrow have plummeted.

Misdreavus is one of the best pokémon, though. NP is still going strong, especially with dazzling gleam.

Though, I've really like taunt / dbond / shadow ball / thunderbolt recently, along with NP taunt HP fighting Shadow Ball, since it beats pawn on the switch and beats porygon.

The cutoff is 3.4% but tier changes don't happen until there's 3 months worth of stats. So when September comes around they'll take Togekiss's usage over the past 3 months from the 1695 stats and if the average isn't 3.4 or above then it'll be UU.

A Pokemon is considered to be "Overused" as long as it appears on something like 3.41% of all teams in OU. There isn't a limit to how many Pokemon can be called OU; the tier could consist of as many as 200 Pokemon if nothing managed to stand out from the rest.

The reasoning behind that number is that's the point at which you can expect to encounter that Pokemon at least once after 20 battles in the tier.
That's why they're called usage-based tiers.

What you're suggesting would mean making every tier work like Ubers for the tier immediately below it.

Yeah, pretty much. I don't think tiers should be based on usage, but testing. Usage can be an indicator as to what needs testing. Hell, with the sheer number of BL's and bans going around, testing and opinion already informs a lot of the tiering decisions, why not have it go both ways?

Gengarite was found to be broken and was banned. Pokemon are tiered by usage first, and by power second. Pinsirite and Mawilite aren't expressly banned from UU; Pinsir and Mawile are the only Pokemon that could benefit from them and are used enough to be considered OU. You could slap those stones on a Liepard or something in UU for shits and giggles.

Kabutops is RU. 1825 usage stats are not used for tiering (1630 or 1695 is iirc,) they're just used so people can see what the top of the ladder is using.
