When you throw an ice cube into a cup of water the water doesn't freeze and the ice cube doesn't melt instantly.

yeah, it's pretty balanced on paper.

however, on paper fire has 2nd most resistances after steel, but fire types are so frail and weak to SR on top of that nobody would ever consider using a fire type as a wall, and ice types are a rarity. effectively ice has 2 resists.

Even if one to use a fire type as a wall there's a good chance the ice type move being used by a water type, which also resists the other ice resister steel. The other type to commonly carry ice is electric which has the advantage over water and steel, and unlike rock, the other type to hit four types supereffectively without anything being immune to it, ice doesn't have the disadvantage of low accuracy or power and the four types it hits are all strong types. Ice could easily be the most dominate offensive type in the game without a doubt if there were a decent amount of good STAB abusers.

You're not using a correct analogy.

A better one would be putting a cup of ice into a freezer.

With the ice cube into water scenario, you're ignoring the ability of the ice pokemon to chill itself/maintain cool temperatures. An ice cube is a product of exogenous factors (the temperature that water is in), but an ice pokemon generates coolness endogenously and while temperature would be a factor, it can be manipulated.

Water type attacks are nullified and cause Haze. Ice type attacks are turned into water type attacks.
