GameFreak can advertise a Pokemon all they want, but they can't force people to like it.

If they could, the kids wouldn't have hated Zoroark.

But Zoroark was marketed poorly. Making it event exclusive was a stupid move, and in the movie it came of as weak and motherly rather than badass as Lucario did. Add on the fact that only time you saw it in game in Black and White was briefly in the final battle with N, and it was introduced in the meta of team preview and fighting types and it's no wonder it failed. It also wasn't black and red enough
