Maybe because Fairy is immune to Dragon? Just imagine you're wrecking shit with Haxorus and then they switch into a Clefairy and you can't even touch it, instant lose.

Fairy does a good job against Fighting and Dark too.

Ice does need to be made better, but Fairy is still a good addition.
