The issue is that Mawile is pretty good at 1 on 1, but in doubles, it has issues when put on a hyper-offensive team. It shines very well if you can give it support that will let it survive, because very turn Mawile survives is almost a guaranteed KO.
Particularly, if you give it speed, which is why Trick room and a slow-boosting offensive-mon was suggested here
