Garchomp is best when Max Speed with Dragon Claw, Rock Slide, Earthquake, and Protect. Lum Berry is a great item, Rocky Helmet is ok. Most people run 252 Attack but a bit of bulk isn't a bad idea either. Rough Skin is better than Sand Veil.

Tyranitar has a lot of options available to it. Mega Tar is usually better Physical with Dragon Dance. Regular Tar is almost always better Special. Assault Vest is pretty damned good on it, and Weakness Policy can be deadly as well.

Rough Skin is shit by itself and is only useful if you DON'T have a Tyranitar.
