Hypothetical question: in a world where a pokemon's relative attack, defense, and other attributes can be quantified, what is the unit of measurement?

Speed is really the only straightforward statistic, but what does that even mean? Meters per second? Is that an average? A maximum? Is a quantified by a forty-meter dash wherein all pokemon undergo some NFL Combine-like showcase after its caught?

Or maybe the values are all relative, so it wouldn't necessarily need a scientific unit of measurement. But, even then, there needs to be a base level to measure against. Is there some sort of ideal, proto-pokemon the others are judged by? Or are all the researchers and professors in the Pokemon world just bullshitting their entire field of study?
