And also, those two things that you mentioned are, i am ashamed to admit, entirely subjective. If you were complaining about a dog based pokemon having a tongue-scarf, i'd whole heartedly agree that it's a nonsensical and bad design, but this is a frog we're talking about, they're known for having long tongues, so it fits in the concept of it. It actually adds extra points for adding a creative way to fit the ninja scarf trope into it's design.
Maybe the problem is that you don't like frogs or something.
