The only rival that ever gave me much trouble was actually Bianca, and I'm not sure if she even counts as much of a rival.

My starter Snivy was absolute shit (I later found out it had 0 in Special Attack and 7 in Speed and low other ones) so I boxed it, and because I had a lot of physical attackers and a couple of fighting-types on my team her Musharna gave me a lot of trouble.

Blue's team is always godly, in Gen I III and V. Their movesets aren't great in Gen I but the pokemon themselves are excellent.
