To trade with a specific person, you have to exchange 3DS friend codes. Then you can go online on the PSS (yellow bottom screen) and select them from there; 3DS friends automatically become Pokemon friends.

On the PSS, you can also check out the GTS for specific trades with strangers, or Wonder Trade for entirely random trades.
