Because game freak wanted to test the stance change mechanics. On that note why does Aegislash need a specific ability to change forks but Meloetta doesn't

Seriously, can you imagine what a monster Aegislash would be if it had a useful offensive/defensive ability on top of the stance change from king's shield?
