The reason their entertainment is full of sex is because they can't express it any other way. They DO have the difference between nudity and sex very well defined thanks to ancient traditions, they don't see anything wrong with nudity and the only reason they censor it in the media is because the US told them to do so. This makes foreigners believe they are confortable with sexuality but they are way wrong.
Notice how in western entertainment sex is never shown but implied to happen often, while in Japan sex is admitted but rarely happens. They don't see sex as a sin but they see it as something unclean (again, thanks to USA's influence) and they are so obsessed with purity in women that liking sex is seen as something shameful because women are supposed to be pure, that's why rape is so prevalent because it means that the victim doesn't willfully accept sex and therefor she is still pure at heart.
The drawn/animated porn industry in Japan is so successful because they feel both arouse and disgust from live action while animation is clean and just lets them feel the former.
What I mean is that, they ARE repressed but the reason their cartoons are so sexual is because they have no better outlet for it.
On the western autism thing, well I imagine it's mainly USA's problem since not many other countries have that much trouble talking to children about sex. With children not being oriented on what to find sexually attractive they end up attached to whatever reaches them first, which is why so many furries are from the 70s-90s when cartoons were allowed to show some leg... on lambs.
