OP here. I was also wondering about that. However I also think that maybe it's an insane idea for both. Sydney has dark type mons and Drake dragon type. But GF made a lot of things like that: remember how silver was presented as Giovanni's son in FRLG while in gen 2 it was nothing?

IIRC, some Gym Leaders supported Team Aqua/Magma in the manga. I think Wattson was pro-Magma because he wanted more land for the people of Mauville.

No who you're replying to, but I thought that Silver's constant mentioning of and disdain for Team Rocket seemed to imply that there was a connection between the two. Besides, the manga didn't confirm the Silver Giovanni relationship till FRLG arc anyways. So both just implied in Gen II, from what I remember.

The S.S. Anne shenanigans didn't necessarily take place when the Gen 3 protagonists challenged the Elite 4. There's plent of time for him to sail the ship, then get back to the E4 to battle the protags. Most E4 members have other shit they're doing.
