Charizar has no special boosting move. Like hell it would be top tier as Charizard X now.
Mixed attacking stats for his movepool are just perfect.

With Drought you only get your Fire moves boosted and for only 5 turns, while Tough Claws compensates for the lack of Life Orb.
Drought over Tough Claws would make Dragon moves weaker than those of other Dragons like Salamence.
People seem to not understand why Charizard X has more usage then Y and why he even has more usage then Salamence and Dragonite.
And it's not because of the fanbase. I'm talking about top ladder usage.
Your XY hybrid would be middle tier if not lower. Weaker then the actual Charizard X for sure.
