In Gen I, Rock had two moves: Rock Throw, which had 50 power and 65 accuracy, and Rock Slide, which had the same power and accuracy as it does now, but lacked the flinch chance. However, Rock Slide could only be learned from a one-per-game TM.
Only Dragon had fewer moves.

Five generations and three new types later... Rock and Dragon still have the fewest moves of any type. Why is this allowed?

Because they're OP attacking types. Well Dragon not so much, but the Dragon type Pokemon are OP so Game Freak doesn't want to give them too much ammunition.

As a primary STAB? Not with that accuracy and those frightening weaknesses if you miss. Fighting and Fire get strong, accurate STABs with limited distribution to other types, why not Rock?

Hyper Beam clone with low distribution even among Rock-types, and an awful move in general like every other Hyper Beam clone. 90 accuracy.

A move with better distribution on non-Rock types and recoil that's so serious that it's hard to use it without a negating ability. 80 accuracy, same as Stone Miss.

Honestly, at this point I'd be happy with 85 BP/95 Acc and nothing else, or even a Rock-type Wild Charge. Fuck, just giving Power Gem to Aurorus and Diancie would help.

A Rock-type with Technician or Skill Link + Rock Blast would be tits.

Those are the moves I was thinking of for Technician abuse. There are already Pokemon of other types that enjoy reasonably powerful and accurate Rock-type coverage moves.
