Well, it loses out on Megahorn and Superpower because only Samurott can learn them. However, it still learns Swords Dance so if you're into that you can try a SD set.

Dewott also learns a decent number of strong special attacks, and it does have marginally better SpA than it does ATK.

If you're running a doubles team you can go for the Water Pledge gimmick and team it up with another starter, Screech to soften up the opponents for your other pokemon, or Encore/Toxic to just mess with their team in general. There's a lot more room to mess around in doubles.
