Ice works much better outside of singles. Sadly it has too many weakness and some of the most important offensive advantages that are given to anything that can learn Ice Beam (the 2x weaknesses to Ice don't make bringing STAB seem all that worth it either sadly).

Hopefully Ice will be SE against Bug, Water, and Steel. I think that'd be the push they'd need leaving them defensively vulnerable.

Water disperses the heat away from Ice breaking the crystalline Water formation within the Ice if the water is of a temperature high enough and capable of distributing away enough heat. Ice can still freeze Water (ie: Freeze Dry).

Steel shatters at a certain temperature drop.

Water needs to lose its resistance to Ice as it is defensively one of the better types and could use a knock down (water is almost always the BEST starter option).

Steel and Ice can be SE against each other.

This is what the developers do, they make ice types that are really strong except for one gigantic gaping flaw. Usually their go-to flaw for good ice types is 4x weakness to fighting.

Don't complicate it so much.
Remove Rock weakness, instead of Steel. Rock shatters much more easily, and it stops shattering Ice easily enough, too.
Give it Flying resistance, since there are very few types with that resistance, and using a fan on a bunch of snow will do jack shit to it.

But Rock is already pretty weak. No reason to nerf it even more.
Just do this: Remove steels weakness to Ice, Remove Ices weakness to steal, make steel resistant to dark and ghost again. This should be pretty balanced.
