Also Noivern can pass it to Zubat and Woobat as egg moves and if I recall correctly even Delelelelelewooooop bug can't learn it via level-up or move relearner. Not even Chimecho or Gourgeist that is said to use its scary voice as weapon, even sadder when it comes to the fact that dildopumpking can't into Perish Song too.
Also I believe Wailord was also a good candidate for Boomburst.

I assumed it's because it flies sanic fast and break the sound barrier and that is the boom burst.
though by that logic talonflame should also get it, being 1 point faster.

I saw a bunch of people running offensive Wigglytuff with Hyper Voice Fire Blast etc.
it's not really the most powerful thing in the world but it's already a miracle that they even gave a shit about pokemon like Wigglytuff

After a Competitive boost from Intimidate Wigglytuff can OHKO Mawile with Fire Blast. After that, if you can keep it alive, it wrecks shit with Hyper Voice and Dazzling Gleam.

It ruins every Intimidators day but I found it mostly made Mawile users cry.

This is all in VGC by the way.
