Both Grass and Water have 4 resistances, but Grass is strong against 2 of those, while Water only against Fire. In return Grass has only a little bit more weaknesses and is resisted by a little bit more types.
Not that it matters since both Grass and Water are utter shit compared to Fire who is always the best starter type. There is a reason why in Twin Peaks the Pokemon trainers had a saying "Fire, walk with me" - it means that you should always pick Fire as your starter Pokemon because it's the best type available to you at the stat. And yes, this includes Cyndaquil (fuck the haters).
