Only for stuff like the cover legends and the children of Arceus, and Arceus itself, can we say that they have the ability to affect the world on a large scale. Even Mew. It's long held position as the origin is only THEORY. A theory based on really shoddy evidence. So it can learn every TM/HM. So? Yes, it can also copy every pokemon, but so can Ditto, but granted, it can't learn anything but Transform. True, this makes Mew more versatile than any other poke, but it doesn't mean it was the origin. Perhaps some effort needs to be done on how important the legends really are, and if they are as rare as we think.
