It uses the opponent's attack stat + THEIR boosts and the base power of Foul Play itself (I think it's 90). That's it. Swagger+Foul Play is a combination put in the game for purpose of being used together. "Dark" types use "underhanded" attacks such as this. But when you put RNG in a game that people want to be "chess level competitive" you get smogon level autism when the RNG 6-0's.

The only time it brings in your attack is if you're burnt or not

So, if you get burned, it will make YOUR foul play weaker
If your opponent gets burned, it will not affect Foul Play at all

What's there to whine about? if you sent out some physical powerhouse that was weak to dark, then that's your problem. wouldn't sucker punch be just as annoying?

quit whining, moves like foul play increase strategic diversity.

there is no way that's as annoying as everyone getting access to earthquake while trying to run a steel mon. Air Balloon only works once.

At least you can get around with Sucker Punch if your pokemon has faster priority.

Thing about Foul Play is that they can invest the 252 EVs elsewhere and improve their pokemon.

Except he is right. If your opponent is burned that doesn't count for the Foul Play damage, but if you are burned then the damage is reduced.
