Got it working. From New Zealand. Ran the Nintendo Zone app that appeared when I connected, let it create a file then it would let me download. Might be I've never used a Nintendo Zone or something, so it didn't know how to properly download the event.

These wonder cards can also be edited to create unique wonder cards. Powersave can also do this to an extent, allowing any Pokemon up to 718 to be on a wonder card.

Been to Game to get it, and it looks like they just have a hotspot set up like this (except it connects automatically); you still have to do mystery gift via internet rather than local wireless, and it still has a chance of giving Vivillon instead of Charizard.
