The best part is that almost every viable bug and grass type (Scizor, Ferrothorn, Venusaur, ...) has a secondary type that removes the ground resistance.
That move is incredibly spammable.

It's a special attack, not physical for one.

Second, you're assuming that ice beam is about -5 C, and is water. Considering it's cold enough to insta-freeze a bird's wings instantly (shown in pretty much every media adaptation of pokemon), it's more than likely below -100 C.

That'd freeze water instantly.

Freezing is a state change, not a chemical one. Its still two hydrogen atoms in a covalent bond with an oxygen atom, they are simply more orderly in ice than in liquid water or water vapor.

"Rock" is not a single compound, but a collection of them. When heated, some melt, and some do not, leading to a change from stone to magma/lava and back.

No, I've refuted it, you called freezing a chemical change, which it is not.

Saying ice is different to water chemically is akin to saying that a class of children sitting quietly is a different group of people than those same children running around, simply because they are now less orderly.

"Water" is a catch-all term for all states of that compound. "Liquid-Water" is the term you're looking for.
