HP goes up to 70 too (would be the only pokemon whose HP increases upon mega evolving)
the megastone would also give it the light ball increase to attack and sp. attack after mega evolving (atk at lvl 100 = 700 and sp. attack 656)

Light Ball is an actual option for pikachu, allowing it to try and kill something.

Eviolite pikachu is a joke because it only becomes slightly less frail.

Light Ball doesn't work on Raichu.

Raichu is one of my favorite pokemon and I would NOT be fucking happy.

In fact, if anyone needs a mega evolution it's Raichu. You would think as the evolution of the fucking mascot he would be better in competitive play. Come on Nintendo.

Luckily Nintendo would not suddenly change what a pokemon evolves into after 15 years or however long it's been, and if anyone gets a mega, it WILL be Raichu.

We won't see it though until the remake of Pokemon Yellow.

It's explicitly described in-game as a special kind of evolution for Pokemon who have reached their evolutionary peaks and yet, due to the stone and the "bond" with their trainers, they manage to find another one. So giving Pikachu a mega would be a direct retcon of the rules.
