Fletchling probably starts as normal flying not because of some arbitrary rule about regional birds, but because of balance issues. Kind of like how pidove wasn't available until after the 1st gym in B/W - to make it balanced between the three types.
I had a friend who decided to restart the game after picking mudkip because wingull and lotad existed close to the beginning of the game, and went with torchic instead. Bibarel evolving into part water instead of starting out as normal/water might be seen as a coincidence but doesn't rule out this line of thinking.
