Fame checker says she's Ghost type.

3 out of her 5 pokemon are ghosts anyway, kinda like lance is supposed to be Steven is supposed to be a master Steel trainer but his team is only 3/6 steel.

Everyone in Hoenn should specialize in part-Water dual types. And it wouldn't matter if there's only one evolution line for that type, since that didn't prevent Ghost and Dragon trainers in gen 1.

Flannery would have to change her type completely though.
