Ok, so you have to talk to the old man in Viridian and make him catch you a Pokemon. Then, you fly to Cinnabar and surf to the right past the coast until you reach an island with a rectangle in the middle. Talk to it, and you should fight Missingno. Kill it (yes, kill it, not faint it), and there should be an item where it used to be. It should be a Mist Pass, which allows you back into the boatyard in Vermilion. Go into the boatyard, surf to the truck and use strength on it. The truck should disappear, and a Mist Stone should be there! Now use it on your fully evolved starter, and they will reach their ultimate forms!
