Because Flash Cannon shouldn't be used on Hydreigon; it's weak as shit without STAB and most Fae are Specially Defensive.

Steel as a type only hits Fairy, Ice and Rock for SE.

Ice gets nailed by Flamethrower (which is kind of odd over Fire Blast but whatever), Rock still gets hit SE by Earth Power, and you'd have to be pants-on-head retarded to try and kill a fairy with Hydreigon.

Why would you need Flash Cannon? It has shit coverage compared too Earth Power and the 2 best Faries in the game(Mawile and Azumarill) only take neutral damage from it.

Flamethrower doesn't threaten for a OHKO compared to Dark Pulse, but Dark Pulse isn't ideal if the opponent has fairy in their core, so Earth Power.

Earth power is legitimately meh. The US champion used a knock off of a famous japanese team with a bunch of crap sets, and I doubt he ever used earth power in the tournament. It's straight up for Mawile, dragon pulse, sleep talk and hyper beam are all other fair choices for the slot. Hyper Beam knocks an azumarill out after belly drum.
